Austin graduated from Seattle University in 2003 with a B.S. in Civil and Environmental Engineering and earned a Masters in Civil and Environmental Engineering from the University of Washington in 2005. He is pursuing a PhD in Civil and Environmental Engineering.

Austin has spent time in both the public and private sectors. His work for King County Solid Waste Division consisted of management of closed landfills, groundwater and surface water quality related regulatory reporting, and installing and maintaining evapotranspiration landfill covers.

While working for Gray & Osborne, a local consulting firm, Austin assisted cities with grant and loan applications, helped in comprehensive planning for municipalities, and created infrastructure planning reports for pretreatment/FOG management programs, and potable water security and emergency response procedures.

Austin has worked on the Columbia River Risk Assessment Project, helping to create an environmental database of the lower Columbia River for use in risk assessment and evaluating pathway exposure.

His recent research has focused on climate impacts to water supply and water demand.

His other interests include international development related issues, drought forecasting, and climate change impacts to infrastructure. He served as president of the Engineers Without Borders student chapter at the University of Washington for two years
